Building an Emirati engineering & project advisory platform for the UAE’s next era of energy delivery.
Sea Gulf Energy is a dedicated platform spanning Energy Transition, Project Advisory, Legacy Oil & Gas Optimisation, and Digital Infrastructure — developed to compete in a market where high-value mandates remain concentrated among international firms.
Backed by 43 years of Sea Gulf operations in the UAE
UAE legacy
43 years
Sea Gulf history in Abu Dhabi with ADNOC and long-standing market credibility.
Development Runway
3+ Years
Operating model, implementation plan, and core documentation built out.
Platform Scope
4 Pillars
Energy Transition, Project Advisory, Legacy O&G, and Digital Infrastructure.
Positioning
Execution-Ready
Designed to launch with defined controls, mobilisation discipline, and delivery structure.

We believe that Emiratis should be managing their own energy future.
Despite the scale of planned investment across energy transition, capital projects, legacy oil & gas, and digital infrastructure, there is still no scaled Emirati-owned platform positioned to lead across FEED, PMC, Owner’s Engineer, and strategic advisory work.
Over the past two decades, more than $2 billion of UAE energy engineering and project advisory work has been awarded to foreign firms. The result is not only lost local value, but a continued gap in in-country capability, Emirati development, and long-term retention of expertise within the UAE.
A small number of Emirati Engineering & project advisory consultancies operate in the market, but major FEED, PMC, owner’s engineer and flagship engineering and project management mandates continue to be concentrated among international companies headquartered outside the UAE utilising local branches.
Sea Gulf Energy will be the first Emirati-owned & operated, full-spectrum Engineering & Project Advisory that delivers outcomes, builds in‑country capability to challenge and disrupt the current global dominance of foreign Energy consulting firms in the UAE.
We aim to be the National Champion in this space.
A Clear Gap in the UAE Market
$567bn
Estimated UAE opportunity pipeline over the next five years
$2bn+
Awarded to foreign firms over the last 20 years
4
major demand waves
Energy transition, oil & gas projects, industrial delivery, and digital infrastructure

Why now
A visible market gap in a substantial UAE opportunity pipeline.
Sea Gulf Energy has been built around a top-down view of the UAE market, where investment continues in parallel across legacy hydrocarbons, energy transition, capital project delivery, and digital infrastructure. Its four-pillar portfolio is intentionally hedged across these overlapping macro demand pools, reducing reliance on any single cycle or procurement theme. On a directional, rounded basis, the UAE opportunity aligned to Sea Gulf Energy’s four pillars is c.$567 billion over the next five years. The gap for a scaled national engineering and project advisory champion is substantial

Circular National Value Model and Emirati Capability Plan
Sea Gulf Energy is designed as a circular national-value model. Emirati-backed capital supports Emirati capability development, and that Emirati capability in turn advises and manages national energy and infrastructure projects, retaining Emirati capital within the UAE.

3+ years of planning - Built to launch with structure, controls, and implementation discipline already in place.
Sea Gulf Energy is built to launch with a fully defined operating system already in place — from the delivery model and operations plan to the Azure DevOps implementation tracker, risk register, communications, sales and marketing plans, project-management workflows, onboarding framework, and clear roles, gates, and KPIs. The result is a platform designed for disciplined execution from day one.
